I need assistance in finding cowboy/southwestern crafts suitable for 4th graders for school. Any ideas?

you could find a leather store or online source and buy wallet or pouch lacing kits. you can usually buy leather blanks with prepunched holes that come with plastic lacing and blunt needles. even the slower children can usually manage to stitch that kind of thing together. some of them are already tooled with designs, and others are blank and can be decorated with leather paint or metal stamps.

you could also ask a stable or horse-shoer if they have leftover horseshoes to buy or take. they are usually somewhat warped and dirty, so you'd have to wash them and try to flatten them. then you can wrap them with colorful yarn, glue on plastic horses, etc.

god's eyes are a traditional fourth-grade type craft, and they look southwestern if you choose the yarn colors right.

Well, I don't know how to do these exactly, but here are some ideas.

-mini dream catchers
-Native American beaded headdress
-different colored sand layered in bottles

I'm sure that if you go to Michael's and check things out they may have some directions or kits.

Also, about.com is great. You could type in what you are looking for and a lot of ideas pop up.

Paint horseshoes. you can get cut little ones for like a dollar at a tack store.

the little ones are usually u-shaped rather than partial-o-shaped, and are mule or donkey shoes.

none of the tack stores i go to carry horseshoes, but a lot of country hardware stores do.
