Topic Why does Leo cry?

As a HS teacher, I only get to watch an occasional episode, mostly reruns on Bravo. Last night was the show where Leo is testifying before the house. When he gets back to the office, Pres. Bartlett gives him the framed napkin with the phrase "Bartlett for America." I know Leo gave Bartlett that napkin when he asked Bartlett to run for Pres. But why does it make him cry?

Hi everyone - I'm new here :)

My thought on why Leo cries is that POTUS is showing that he believes in him and is behind him, even tho he can't publicly say it. It's just a show of support from him to Leo. Leo, in return, has already relived the day of the debate where he got drunk and let POTUS down when he had the attack.

At least that's my .02 worth :)
