Exactly what was the Pulse that they keep referring to which caused the world to be in the state it's in in Dark Angel. Was it some type of electromagnetic wave which knocked out electronic devices?

You've got it. Basically knocked out anything with a computer chip in it, which means everything from actual computers to cars and other useful electronic things. Interesting that it turned the United States into a "third world country overnight." I wonder if such a pulse would actually do that....

A neutron bomb on a continent-wide scale? Most people have forgotten about the neutron bomb disclosed in the eighties that uses a fission reaction to kill people with massive short-lived radiation and creates a typical nuclear electromagnetic pulse, while leaving some infrastructure intact? All within hundreds of miles of ground zero would be ash. Half the world's population would be dying from radiation.
